Position Description for
OFFICES OF PRESIDENT and VICE-PRESIDENTS
South Wisconsin District of The Lutheran Church–Missouri Synod

 
Requirements to Hold Office 
 
The President and each Vice-President (there are four (4) V. Pres., one from each region of the District) must be an ordained minister of religion on the roster of The Lutheran Church-Missouri Synod. He must also belong to a member congregation of the South Wisconsin District upon assuming office and during the course of his tenure.
The Office of the President is a full-time salaried position of the District. The Office of Vice-President is a volunteer position. (The District Bylaws have not been amended to reflect this status.)
 
District Meetings
  • Board of Directors – which presently meets on the second Thursday of February, May, August, and November (special meetings may be called when necessary);
  • The President (or a Vice President designated by the President) has met with various boards, committees, and task forces. The following are examples of potential areas of service: committees for missions, stewardship, evangelism, human care, youth, family life, parish education, communication, finance, personnel matters, constitutional concerns, ministerial health and convention planning.
Synodical Meetings
 
The President (or a Vice-President designated by the President) meets with the following synodical entities:
  • Board of Regents, Concordia University Wisconsin – which usually meets in September, November, February, and May (special meetings may be called when necessary);
  • Council of Presidents – which meets four times a year with all District Presidents and twice a year in regional meetings (Upper Midwest Region).
Ex-officio Positions
 
The President is, by virtue of his office (ex-officio),
  • a voting member of the District Board of Directors;
  • presiding officer of the District Convention;
  • chief executive officer of the District;
  • a member of all District boards and committees;
  • a member of the Synod’s Council of Presidents; and
  • a member of the Board of Regents/Concordia University Wisconsin
The First Vice-President is, by virtue of his office (ex-officio),
  • chairman of the Board of Directors as a non-voting member;
The Second Vice-President is, by virtue of his office (ex-officio),
  • vice-chairman of the Board of Directors;
The 2nd, 3rd, and 4th Vice-Presidents are advisory members to the Board of Directors.
 
The Vice-Presidents, in order of their position, shall represent and assume the functions, duties and powers of the President in his absence or incapacity to act.
 
Responsibilities
 
The President (or a Vice-President or a Circuit Counselor as his representative):
  • assists congregations in calling a pastor,
  • presides at the installation of District pastors,
  • supervises the doctrine, life, and official administration of ordained and commissioned ministers within the District,
  • determines the spiritual condition of District congregations,
  • gives counsel to pastors, other called workers, and congregations,
  • visits (with or without invitation) congregations of the District,
  • maintains the official roster of ordained and commissioned ministers within the District,
  • supervises the executive staff of the District,
  • causes resolutions of the District to be implemented,
  • causes resolutions of the Synod to be implemented in the District,
  • reports to each District convention,
  • reports regularly to the President of the Synod,
  • represents the Synod in the South Wisconsin District,
  • serves as liaison between the congregations of the District, the District, and the Synod,
  • performs such other duties as are incidental to his office and as are assigned to him by resolution of the District or synod and prescribed by the Bylaws (Synod Bylaws 4.71-4.77, District Bylaws 1.32-1.37).
