Position Description for
OFFICE OF CIRCUIT COUNSELOR
South Wisconsin District of The Lutheran Church–Missouri Synod
Requirements to Hold Office
The Circuit Counselor must be an ordained minister of religion on the roster of The Lutheran Church-Missouri Synod and the South Wisconsin District. He must also be a pastor of (or an emeritus pastor who holds membership in) a member congregation of the Circuit.
Meetings
- The Circuit Counselor meets with the President of the District and with the other Circuit Counselors of the District at least once a year.
- Occasionally, the Synod calls a meeting of Circuit Counselors from throughout the Synod.
Ex-officio Positions
The Circuit Counselor
- is the principal officer of the Circuit,
- serves as chairman of the Circuit Forum, Convocation, and Circuit Pastors’ Conference (a.k.a “Winkle”), unless the Circuit decides to elect other officers,
- serves as a mediator for Circuit congregations and rostered members of the Synod.
Responsibilities—(See Synodical Handbook, pages 196-200)
The Circuit Counselor
- serves under the direction of and is accountable to the District President,
- serves as the spokesman of the District President when so authorized and directed,
- assists the District President in doctrinal and spiritual supervision,
- reports regularly to the District President,
- serves as a liaison between the Circuit and the Synod (District),
- shall be knowledgeable of programs and resolutions of the Synod and District,
- may appoint persons from within the Circuit to assist him in fulfilling his responsibilities,
- supervises the preparation of the agenda for the Circuit Forum and Convocation,
- shall visit each Circuit congregation (that is the entire congregation and not just the voting members) once in three years in order to determine the spiritual condition of each congregation,
- gives counsel to pastors, other called workers, and congregations of the Circuit,
- represents the District President (when so directed and authorized) in meeting with Circuit congregations which are in the process of calling a pastor, presiding at the installation/ordination of Circuit pastors, and determining the spiritual condition of Circuit congregations, and
- performs such other duties as are incidental to his office and as are assigned to him by resolution of the District or Synod and prescribed by the Bylaws (Synod Bylaws 5.2–5.2.3.3, Synodical Handbook, pages 196-198).
