BOARD OF DIRECTORS - CAMP LUWISOMO
South Wisconsin District of The Lutheran Church–Missouri Synod
Resolution 14-02 of the 1997 District Convention established the present governance of Camp LuWiSoMo. Not every aspect concerning the workings of this board of directors was spelled out by the convention, but the following will serve as a guide to its present structure and purpose.
Membership
The elected voting members of the Board of Directors shall consist of twelve (12) persons. The normal term of office for elected voting members is six (6) years, and an individual may be elected to two consecutive terms of service.
In addition, at least one active Lutheran Laymen’s League (LLL) person and one active Lutheran Women’s Missionary League (LWML) person will be sought to hold voting positions on the Camp Board of Directors, bringing the total voting membership of the board to (a minimum of) fourteen (14).
While resolution 14-02 does not state that the elected twelve should be set up on a ½ elected at each District Convention basis, it is the desire of the Camp Board to build in some year-to-year consistency in this way. Resolution 3-01B of the 2003 District Convention (page 62 of The Proceedings) accomplished this to a great extent.
The resolution (14-02) does state that “the Camp Board will be made up of, if possible, equal geographical representation from the District,” and again, “Individuals … will be sought with specific expertise which would aid in specific subcommittees…” The recommendation form for this position provides opportunity to share an individual’s strengths.
Resolution 3.01B divides the Board into “ordained, lay, and commissioned.” Age requirements to serve follow the lead of the rest of the district’s elected positions—that is individuals recommended to serve must have reached the age of legal majority and may be ordained ministers, commissioned ministers or lay persons per the need of the position being filled. The nominating committee (Camp Director, Chair of Camp Board, the liaison from the South Wisconsin District Board of Directors) will receive the names gathered from this web site process and present the slate to the convention.
Requirements to Hold Office
All members of the Camp Board of Directors must hold membership in a Lutheran Church-Missouri Synod congregation within the geographical boundaries of the South Wisconsin District. Though not required by resolution, in keeping with the guidelines of the district for other elected positions, representation on the Camp Board is limited to not more than one voting member from any congregation.
Meetings and Functions of the Board
The Camp Board of Directors meets six (6) times per year. Meetings are usually held during the day. One serving would need to be able to arrange their schedule to attend. Also, all Board members are asked to attend an overnight retreat in August to work out long range planning, to establish working sub-committees and other necessary items. (This retreat is usually a Friday to Saturday in mid August.)
Duties, Powers and Authority
According to resolution 14-02, the Camp Board of Directors will do the following:
- maintain a fiduciary budget responsibility under the authority of the South Wisconsin District Board of Directors. Support for the Camp will be included in the budget of the South Wisconsin District.
- maintain a direct liaison with the South Wisconsin District Board of Directors.
- maintain the authority to aid in and regulate the activities of the Camp with the exception of calling rostered synodical personnel. (Such calls will be screened and nominated through the Camp Board, but the call itself extended through the South Wisconsin District Board of Directors.) All other hiring of personnel will ordinarily be done under the decision powers granted the Camp Director with the necessary approval of the Camp Board.
- divide into working sub-committees. These will be at least: Buildings and Grounds, Program, and Personnel/Administration/Finance. The latter will be made up of the chair-persons of the other sub-committees and the Chair of the Camp Board.
- be able to establish any other sub-committees it may need. These additional sub-committees may be made up of Camp Board members and/or non-Camp Board members at the discretion of the majority vote of the Camp Board.
- give direction to the Camp Director.
- receive reports and co-operation from all Camp personnel through the Camp Director.
- make quarterly reports to the South Wisconsin District Board of Directors through the Camp Director.
- make a triennial report to the Convention of the South Wisconsin District through the Camp Director.
