Rev. William Palmer continues his effective ministry to the deaf in the eastern region, serving Emmanuel Lutheran/West Allis and smaller mission sites. The ministry at Emmanuel includes worship services, Bible classes, confirmation classes, pastoral care and many other activities as in a congregation of hearing people. Pastor Palmer has developed a deaf choir. All activities are done in sign language. As mentioned above, Pastors Reinke and Palmer are conducting an outreach and leadership training program in Ghana, West Africa and India through cooperation between the District and LCMS World Missions.
